How the CVE Works
The vulnerability stems from improper storage of SNMPv3 configuration in Cisco IOS/IOS XE startup configurations. Even when SNMPv3 usernames are removed or access is explicitly denied, the device may still respond to SNMP queries from unauthorized sources if the attacker has valid credentials. This occurs due to residual configuration data remaining in memory. An authenticated attacker can exploit this by sending SNMP requests from a blocked IP, bypassing intended restrictions and performing unauthorized SNMP operations.
