How the CVE Works
Cloudflare quiche, a QUIC protocol implementation, is vulnerable to an infinite loop when processing RETIRE_CONNECTION_ID frames. QUIC connections use connection identifiers (CIDs) with sequence numbers for synchronization. An attacker completes a handshake and sends malicious frames forcing the victim to retire CIDs. Due to RFC 9000 Section 19.16, a packet cannot retire its own CID, but path migration allows cross-path retirement. The quiche design flaw permits self-referential retirement, causing an infinite loop, consuming CPU indefinitely.
