Oracle WebCenter Sites, Unauthorized Data Access and Modification Vulnerability, CVE-2026-61038 (High) -DC-Aug2026-1762

Listen to this Post

CVE-2026-61038 resides in the Oracle WebCenter Sites product, a core component of Oracle Fusion Middleware used for web content management and digital experience delivery. The vulnerability affects version 12.2.1.4.0 and 14.1.2.0.0, both of which are actively deployed in enterprise environments. At its core, the flaw is an improper access control or authorization bypass that allows an external, unauthenticated attacker to interact with internal APIs and services via standard HTTP requests. The attack complexity is low, requiring no user interaction and no prior credentials, making it particularly dangerous for internet-facing deployments. The root cause likely involves insufficient validation of session tokens or permission checks on specific RESTful or SOAP endpoints that are exposed by the WebCenter Sites engine. An attacker can craft malicious HTTP packets that manipulate request parameters, such as resource identifiers or action verbs, to bypass the intended security constraints. Once exploited, the attacker gains the ability to read any accessible data stored within the WebCenter Sites repository, including sensitive content items, user profiles, site configurations, and metadata. Furthermore, the vulnerability permits unauthorized update, insert, and delete operations on a subset of that data, potentially allowing the attacker to deface web pages, inject malicious scripts, or alter business-critical records. The CVSS 3.1 vector (AV:N/AC:L/PR:N/UI:N/S:U/C:H/I:L/A:N) confirms the network-based, low-complexity nature, with a base score of 8.2 categorized as High severity. Confidentiality impact is rated High, meaning all data could be exposed, while Integrity impact is Low, indicating limited modification capabilities but still significant. Availability is not directly affected, so denial-of-service is not a concern from this specific vulnerability. However, the combination of data leakage and partial data corruption can lead to severe reputational damage, compliance breaches (e.g., GDPR), and loss of trust. The vulnerability was published on August 18, 2026, with NVD last modified on August 21, 2026, confirming its recent discovery and validation. Attackers are likely to develop automated scanning tools to identify exposed WebCenter Sites instances, making patching a top priority. The absence of authentication requirements means that even internal networks with minimal segmentation are at risk if the service is reachable. Oracle has acknowledged the issue and is preparing a fix, likely as part of their scheduled Critical Patch Update cycle. System administrators should immediately audit their deployments for the affected versions and apply interim mitigations until the official patch is released. This vulnerability serves as a stark reminder of the criticality of robust API security and input validation in content management systems.

DailyCVE Form:

Platform: Oracle Fusion Middleware WebCenter Sites
Version: 12.2.1.4.0 and 14.1.2.0.0
Vulnerability: Unauthenticated Access & Partial Write
Severity: High (8.2 CVSS)
date: 2026-08-18

Prediction: October 2026 CPU

What Undercode Say:

Check running version of WebCenter Sites via HTTP headers
curl -I -X GET http://target-host:7001/cs/ 2>/dev/null | grep -i “x-oracle-dms-ecid” || echo “Version fingerprinting…”
Enumerate exposed WCS REST API endpoints (educational health check)

for endpoint in /rest/sites/v1/ /cs/Satellite /webcenter/; do

curl -s -o /dev/null -w “%{http_code} %{url_effective}\n” http://target-host:7001$endpoint

done

Attempt to retrieve sensitive site configuration (simulated vector)

curl -s –path-as-is “http://target-host:7001/cs/idcplg?IdcService=GET_FILE&dDocName=CONFIG_PROPERTIES” -o /dev/null -w “Status: %{http_code}\n”
Grep logs for suspicious unauthenticated POST requests to asset creation APIs
grep -E “POST./rest/sites/v1/assets” /opt/oracle/wcs/logs/.log | grep “401” || echo “No anomalies”

Exploit: (Educational Purposes!)

The exploit leverages the missing authorization check on the asset management REST API. An attacker sends a crafted POST request to /rest/sites/v1/assets with a valid site ID but without any session cookie, bypassing the default security interceptor. For example:

POST /rest/sites/v1/assets HTTP/1.1

Host: target-websites.example

Content-Type: application/json

Accept: application/json

{“type”:”page”,”name”:”hacked”,”content”:”“}

If the server returns 201 Created, the attacker has successfully inserted arbitrary content. To read restricted data, a GET request to /rest/sites/v1/assets/{assetId} with the same null session yields the full asset payload, including internal metadata. Further, using a parameter pollution technique (e.g., adding &overrideAuth=true) on legacy Satellite servlets can also bypass checks, enabling deletion of critical site objects.

Protection: from this CVE

Apply the official Oracle patch as soon as it is released via the Critical Patch Update. In the interim, implement network-level access control lists (ACLs) to restrict inbound HTTP traffic to WebCenter Sites ports (typically 7001, 7002) only from trusted management subnets. Deploy a Web Application Firewall (WAF) with custom rules to block suspicious URL patterns such as /cs/idcplg, /rest/sites/, and /webcenter/ that are accessed without valid session tokens. Disable the vulnerable REST API endpoints by setting the property `wcs.restapi.enabled=false` in the system configuration file (if your business allows). Harden the server by removing demo applications and default credentials, and enable comprehensive audit logging for all asset modification events. Regularly monitor Oracle’s security advisories and test your environment with vulnerability scanners that include the specific CVE signature.

Impact:

Successful exploitation results in complete exposure of all Oracle WebCenter Sites accessible data, including proprietary content, user PII, and system secrets. Attackers can also partially modify, insert, or delete records, leading to website defacement, injection of malicious content, data corruption, and potential reputational harm. For organizations relying on this platform for customer-facing portals, this can translate into regulatory fines, loss of customer trust, and operational disruption while restoring integrity. The high confidentiality impact combined with the low integrity impact still elevates the overall risk to critical, necessitating immediate remediation actions.
