CVE-2026-61007 is an unauthenticated, network-based high-severity vulnerability in Oracle WebCenter Sites, a component of Oracle Fusion Middleware. The flaw affects versions 12.2.1.4.0 and 14.1.2.0.0 and allows a remote attacker with HTTP access to compromise the application and gain unauthorized read access to all data stored within it. The vulnerability is classified as “easily exploitable” and requires no authentication, no user interaction, and no special conditions for a successful attack.
The root cause of this vulnerability lies in improper access control mechanisms within the Oracle WebCenter Sites component. Specifically, the application fails to properly validate authorization for certain HTTP requests, allowing an unauthenticated attacker to bypass security controls and access sensitive data. The CVSS vector (CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:H/I:N/A:N) confirms the following characteristics:
– Attack Vector (AV:N): The vulnerability is remotely exploitable over the network without any special access requirements.
– Attack Complexity (AC:L): No special conditions, race conditions, or user interaction are required for a successful attack. The exploit conditions are predictable and do not require bypassing mitigations.
– Privileges Required (PR:N): No authentication is required. The attacker does not need valid credentials, a session, or any prior access to the system.
– User Interaction (UI:N): No victim interaction (e.g., clicking a link or opening a file) is required.
– Scope (S:U): The impact is confined to the Oracle WebCenter Sites application; it does not extend to other components or the underlying operating system.
– Confidentiality Impact (C:H): A successful attack results in total loss of confidentiality, granting the attacker unauthorized access to critical data or complete access to all Oracle WebCenter Sites accessible data.
The vulnerability is triggered when an attacker sends a specially crafted HTTP request to the Oracle WebCenter Sites application. Because the application does not properly enforce access controls, the server processes the request and returns sensitive data without requiring authentication. This could include database credentials, configuration files, user information, or other proprietary content stored within the WebCenter Sites environment. As of the latest intelligence, no patch has been released by Oracle for this vulnerability (Patch Confidence: 0/4), and it is not yet listed in the CISA Known Exploited Vulnerabilities catalog. No public proof-of-concept or in-the-wild exploitation has been formally confirmed; however, the combination of unauthenticated access and high confidentiality impact makes it a prime candidate for exploitation once details become public.
DailyCVE Form:
Platform: Oracle Fusion Middleware
Version: 12.2.1.4.0, 14.1.2.0.0

What Undercode Say:
Check if WebCenter Sites is vulnerable
curl -k -X GET "https://<target>/webcenter/sites/api/v1/data" -H "Accept: application/json"
Enumerate accessible endpoints
for endpoint in $(cat endpoints.txt); do
curl -k -s -o /dev/null -w "%{http_code} %{url}\n" "https://<target>$endpoint"
done | grep -E "200|403"
Test for unauthorized data access
curl -k -X GET "https://<target>/webcenter/sites/admin/config.xml" -H "X-Requested-With: XMLHttpRequest"
Exploit: (Educational Purposes!)
!/bin/bash CVE-2026-61007 - Unauthenticated Data Access PoC (Educational Only) TARGET="https://<target-ip>/webcenter/sites" Attempt to access sensitive configuration curl -k -s "$TARGET/admin/config.xml" | grep -E "password|user|credential" Attempt to enumerate site content curl -k -s "$TARGET/api/v1/sites" -H "Accept: application/json" Attempt to access user directory curl -k -s "$TARGET/rest/api/users" -H "Accept: application/json"
Protection:
- Apply the appropriate patch according to the July 2026 Oracle Critical Patch Update advisory once available.
- Implement network-level access controls to restrict HTTP access to Oracle WebCenter Sites instances to trusted IP ranges only.
- Deploy a Web Application Firewall (WAF) with rules to detect and block anomalous HTTP requests targeting sensitive endpoints.
- Monitor logs for unauthorized access attempts to administrative and API endpoints.
- Conduct regular vulnerability assessments and penetration testing to identify and remediate access control weaknesses.
Impact:
Successful exploitation of CVE-2026-61007 allows an unauthenticated remote attacker to gain unauthorized read access to all data stored within the Oracle WebCenter Sites application. This includes sensitive information such as database credentials, configuration files, user data, and proprietary content. The vulnerability has a CVSS 3.1 Base Score of 7.5 (High) with a confidentiality impact of High, integrity impact of None, and availability impact of None. Organizations running affected versions (12.2.1.4.0 and 14.1.2.0.0) are at significant risk of data breaches and exposure of sensitive business information. As of the latest intelligence, no public exploit has been confirmed, but the ease of exploitation and unauthenticated nature make this vulnerability highly attractive to attackers.
