Oracle Project Portfolio Analysis, Improper Authorization, CVE-2026-60986 (Critical) -DC-Jul2026-1156

Listen to this Post

CVE-2026-60986 is a critical improper authorization vulnerability affecting the Oracle Project Portfolio Analysis product within the Oracle E-Business Suite. The flaw resides in the Internal Operations component and impacts all supported versions from 12.2.3 through 12.2.15. The vulnerability is classified under CWE-285 (Improper Authorization), meaning the application fails to correctly enforce access controls when an actor attempts to access a resource or perform an action.
The attack vector is network-based via HTTP, requiring only low-privileged credentials to exploit. This low attack complexity, combined with the lack of user interaction, makes the vulnerability easily exploitable. Once exploited, an attacker can gain unauthorized creation, deletion, or modification access to critical data, as well as unauthorized read access to all accessible data within the Oracle Project Portfolio Analysis module.
The CVSS 3.1 base score is 8.1 (High), with the vector string CVSS:3.1/AV:N/AC:L/PR:L/UI:N/S:U/C:H/I:H/A:N. This reflects high impacts on confidentiality and integrity, with no availability impact. The CVSS v2 score is 8.5 (High). The EPSS (Exploit Prediction Scoring System) score is 0.00365, indicating a relatively low probability of exploitation in the wild at present.
The vulnerability was published on July 21, 2026, and updated on July 22, 2026. According to VulDB, the current exploit price is estimated between $5,000 and $25,000, and the attack technique is mapped to MITRE ATT&CK T1548.002 (Abuse Elevation Control Mechanism). No public exploit is currently available, and technical details remain undisclosed.
Given the critical nature of the flaw and its presence in a widely deployed enterprise application, organizations running affected versions should prioritize patching and implement additional monitoring to detect potential exploitation attempts.

Note: Use 'Patch Wizard' or 'Recommended Patches' in Oracle Support
Check for vulnerable Internal Operations component
(Manual verification - review authorization configurations)
grep -r "InternalOperations" $FND_TOP/admin/sql/
Monitor HTTP access logs for suspicious patterns
(Look for unauthorized project portfolio access attempts)
tail -f $INST_TOP/logs/ora/10.1.2/ohs/access_log | grep -i "projectportfolio"

Exploit:

No public exploit currently exists for CVE-2026-60986. However, given the ease of exploitation (low complexity, low privileges required, network access via HTTP), a potential attacker would likely craft malicious HTTP requests targeting the Internal Operations component. The flaw allows bypass of authorization checks, enabling the attacker to perform unauthorized CRUD operations on project portfolio data. The attack can be launched remotely without user interaction. The exploit price estimate of $5k-$25k suggests that a functional exploit may be developed or traded in underground markets. Organizations should assume that threat actors are actively analyzing the patch diff to reverse-engineer the vulnerability.

Protection:

  1. Apply Oracle July 2026 Critical Patch Update (CPU) immediately. This release includes patches for CVE-2026-60986.
  2. Restrict network access to Oracle E-Business Suite instances, allowing only trusted IPs and users.
  3. Enforce least privilege – review and minimize user permissions for the Project Portfolio Analysis module.
  4. Enable comprehensive logging and monitor for anomalous HTTP requests targeting Internal Operations endpoints.
  5. Implement Web Application Firewall (WAF) rules to detect and block suspicious patterns.
  6. Conduct regular vulnerability scans to identify unpatched instances.
  7. Segment E-Business Suite environments to limit lateral movement.

Impact:

Successful exploitation of CVE-2026-60986 allows a low-privileged attacker to:
– Unauthorized creation, deletion, or modification of critical project portfolio data.
– Unauthorized read access to all accessible project portfolio data, potentially exposing sensitive business information.
– Complete compromise of the Oracle Project Portfolio Analysis module’s confidentiality and integrity.
– Potential business disruption due to data manipulation or deletion, affecting project planning, resource allocation, and financial reporting.
– Compliance violations if sensitive data (e.g., financial or personal information) is exposed.
Given the criticality of project portfolio data in enterprise decision-making, this vulnerability poses a significant risk to organizations relying on Oracle E-Business Suite for project management and financial oversight.
