How CVE-2026-46979 Works

CVE-2026-46979 is an improper access control vulnerability (CWE-284) affecting the Integration and Interfaces component of Oracle PeopleSoft Enterprise CS Campus Community version 9.2.38. The flaw stems from insufficient authorization checks within the component’s API or service endpoints that handle data exchanges between PeopleSoft Campus Community and external or internal integrated systems.
A high-privileged attacker—such as an administrator or a user with elevated integration role permissions—can exploit this vulnerability by sending crafted HTTPS requests to the vulnerable interface. The attack requires no user interaction and can be launched remotely over the network with low complexity, meaning no special conditions or sophisticated techniques are needed to carry it out.
Once exploited, the attacker can bypass proper access controls and perform unauthorized operations on critical data. This includes creating, deleting, or modifying records within the Campus Community database, as well as reading sensitive information that should be restricted. The vulnerability impacts both the confidentiality and integrity of the system—allowing data exfiltration and unauthorized alterations—but does not affect availability.
The CVSS v3.1 vector is CVSS:3.1/AV:N/AC:L/PR:H/UI:N/S:U/C:H/I:H/A:N, yielding a base score of 6.5 (MEDIUM). The attack vector is network-based, the attack complexity is low, high privileges are required, no user interaction is needed, the scope remains unchanged, and the impacts on confidentiality and integrity are both rated high. The EPSS score for this CVE is 0.0038, indicating a low probability of exploitation in the wild within the next 30 days.
Oracle addressed this vulnerability as part of its June 2026 Critical Patch Update (CPU). Organizations running PeopleSoft Enterprise CS Campus Community 9.2.38 are strongly advised to apply the patch immediately. Until patching is possible, risk can be partially mitigated by restricting HTTPS access to trusted networks and administrative users, and by reviewing privileged account hygiene for PeopleSoft administrative and integration roles.

Exploit

As of the latest available information, no public exploit code or proof-of-concept has been released for CVE-2026-46979. The vulnerability is considered easily exploitable in theory due to low attack complexity and network accessibility, but it requires high privileges, which limits the pool of potential attackers. Organizations should not rely on the absence of public exploits as a defense; rather, they should prioritize patching given the ease of exploitation once the required privileges are obtained.

Protection

  • Apply the Oracle June 2026 Critical Patch Update (CPU) immediately for PeopleSoft Enterprise CS Campus Community 9.2.38.
  • Restrict HTTPS access to the Campus Community interface to trusted networks and administrative subnets only.
  • Review and reduce privileged accounts—ensure that only necessary users hold high-privilege roles in PeopleSoft.
  • Enable detailed auditing for the Integration and Interfaces component to detect unauthorized data access or modification patterns.
  • Monitor Oracle security advisories for any additional mitigating controls or updated patch information.

Impact

Successful exploitation of CVE-2026-46979 allows a high-privileged attacker to:
– Unauthorized read access to all PeopleSoft Enterprise CS Campus Community accessible data, including sensitive student and campus community records.
– Unauthorized creation, deletion, or modification of critical data within the Campus Community database.
– Complete compromise of data confidentiality and integrity within the affected component, with no impact on availability.
– Potential downstream effects on integrated systems that rely on data from the Campus Community module, depending on data-sharing configurations.
