– How CVE-2026-60622 Works
CVE-2026-60622 is a security vulnerability affecting the Oracle JDeveloper product, which is part of Oracle Fusion Middleware. The flaw resides in the Security Framework component of JDeveloper, specifically in how the framework handles authorization checks for incoming HTTP requests.
Under normal operation, the Security Framework is responsible for enforcing access control policies on restricted URLs and protected resources within JDeveloper. It is supposed to validate whether an incoming request has the necessary credentials and permissions before allowing access to sensitive data or administrative functions.
However, in affected versions (12.2.1.4.0 and 14.1.2.0.0), the framework fails to perform adequate authorization checks on certain restricted access paths. When an HTTP request is sent to these paths, the Security Framework does not properly intercept and validate the request. It either skips the authorization step entirely or performs an incomplete check that can be trivially bypassed.
Because the vulnerability is in the authorization logic, an attacker does not need any form of authentication. The attack vector is network-based and leverages the HTTP protocol, making it remotely exploitable over the internet or internal networks. The attack complexity is low, meaning no special conditions or advanced techniques are required to trigger the flaw.
Once exploited, the attacker can read arbitrary data that Oracle JDeveloper has access to. This includes critical configuration files, source code, credentials, database connection strings, and other sensitive information stored within the JDeveloper environment. In some cases, the attacker may gain complete visibility into all data accessible by the JDeveloper instance, leading to a total breach of confidentiality.
The vulnerability has been assigned a CVSS 3.1 Base Score of 7.5, which is rated as HIGH severity. The vector string is CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:H/I:N/A:N, indicating that the attack is network-based, requires low complexity, needs no privileges, does not require user interaction, and has a high impact on confidentiality with no impact on integrity or availability.
Oracle acknowledged the issue and released a fix as part of the July 2026 Critical Patch Update (CPU). The patch strengthens the authorization logic in the Security Framework by adding mandatory authentication checks for restricted paths, ensuring that unauthenticated requests are properly blocked before they can access protected resources.
As of the publication date, no public exploit code has been released, but the vulnerability is considered easily exploitable, and the estimated exploit price on underground markets ranges between $5,000 and $25,000. Organizations using the affected versions should prioritize patching to prevent potential data breaches.

Exploit:
An unauthenticated remote attacker can send crafted HTTP requests to restricted URLs within Oracle JDeveloper’s Security Framework. The attack requires no user interaction and can be performed over the network with low complexity, making it highly attractive for opportunistic attackers.
Protection:
Apply the Oracle Critical Patch Update for July 2026 immediately. The patch reinforces the authorization logic in the Security Framework by adding mandatory authentication checks on all restricted access paths.
