CVE-2026-70770 resides in the Oracle Warehouse Management component of Oracle E-Business Suite, specifically within the Internal Operations sub-module. This vulnerability stems from insufficient authorization checks on multiple HTTP-based REST and SOAP API endpoints used for managing warehouse internal workflows, such as inventory adjustments, pick/pack operations, and cycle counting. The core issue is that the affected endpoints do not properly validate the privileges of the calling user beyond a basic low-privileged authentication, allowing an attacker with minimal rights (e.g., a warehouse clerk or operator) to escalate their effective permissions horizontally and vertically within the application’s data plane.
The attack vector is network-based and requires only HTTP access to the Oracle E-Business Suite application server, typically over ports 80 or 443. The attacker must possess valid low-privileged credentials to the system, such as a user with the “Warehouse Operator” or “Inventory User” role. Once authenticated, the attacker crafts specially designed HTTP requests that manipulate internal object identifiers, such as warehouse IDs, order numbers, or item master keys, that are embedded in the URL parameters or JSON/XML payloads. Due to the missing server-side ownership and role validation, the application processes these requests with the elevated permissions of the underlying PL/SQL or Java backend, which runs with database schema owner privileges.
Successful exploitation enables a triad of critical impacts. First, confidentiality is breached as the attacker can retrieve sensitive data, including supplier pricing, customer order details, and inventory valuation records that belong to other warehouses or business units. Second, integrity is compromised because the attacker gains the capability to create, modify, or delete critical operational data – for instance, they can alter inventory counts, cancel shipments, or insert fake receiving records, leading to severe financial and logistic discrepancies. Third, availability is partially affected; by submitting malformed or excessively large transaction batches via the exploited API, the attacker can consume database connection pool resources or lock critical tables, causing a partial denial-of-service where legitimate warehouse operations are delayed or fail intermittently.
The vulnerability is classified as easily exploitable because the attack complexity is low, no user interaction is required, and the privileges required are only at the lowest level. The CVSS v3.1 base score of 8.3 reflects a high severity, driven by the high impact on confidentiality and integrity, coupled with a low impact on availability. The attack can be performed without physical presence, and the scope remains unchanged as the vulnerable component does not cross security boundaries. Oracle has officially acknowledged the flaw, and the NVD enrichment associates this with improper authorization weaknesses (CWE-285). The affected versions span from 12.2.3 through 12.2.15, which are widely deployed in manufacturing and logistics enterprises, making this a critical supply-chain security concern. Organizations are urged to assess their exposure immediately, as public proof-of-concept indicators have started circulating in security research communities.

Protection:
Apply Oracle Critical Patch Update (CPU) for October 2026 immediately. Restrict network access to the EBS application tier using firewall ACLs, allowing only trusted subnets. Implement a Web Application Firewall (WAF) rule to block URI patterns containing “/InternalOps” with non-standard parameters. Enforce strict database row-level security (RLS) and audit all warehouse transaction logs for suspicious alterations.
Impact:
Exploitation allows a low-privileged insider to stealthily read, corrupt, or delete all warehouse operational data, causing financial loss, supply-chain disruption, and regulatory non-compliance. Partial DoS degrades picking/shipping processes, directly impacting customer order fulfillment and revenue recognition until the system is manually restored.
