How CVE-2026-60176 Works

CVE-2026-60176 is a vulnerability residing in the File Transmission component of the Oracle Payments module within Oracle E-Business Suite. The affected versions span from 12.2.3 through 12.2.15, making it a widespread issue for enterprises relying on this financial suite. The core of the flaw lies in improper validation or authorization checks during the file transmission process. This component is responsible for handling outbound payment files, settlement batch files, and positive pay files that are transmitted to external payment systems or financial institutions.
The vulnerability is classified as easily exploitable because it requires only a low-privileged attacker account and network access via the HTTP protocol. No user interaction is needed, which significantly lowers the bar for exploitation. An attacker with minimal privileges can send crafted HTTP requests to the Oracle Payments service, bypassing normal access controls. This allows them to read, copy, or exfiltrate sensitive data stored within the Oracle Payments schema, including payment instructions, bank account details, and transaction histories.
Furthermore, the flaw permits the attacker to cause a partial denial-of-service condition. By sending malformed or specially crafted transmission requests, the attacker can exhaust resources or trigger application errors that disrupt legitimate file transmission operations. This dual impact—data exposure and service degradation—makes the vulnerability particularly dangerous for financial operations that depend on timely and secure payment processing.
The attack vector is network-based, meaning no physical or local access is required. The low complexity of the attack means that no special conditions need to be met beyond having network connectivity to the affected Oracle E-Business Suite instance. The partial denial-of-service aspect is achieved without compromising data integrity, as the CVSS vector indicates no integrity impact (I:N). However, the confidentiality impact is high (C:H), and the availability impact is low (A:L), resulting in a CVSS 3.1 base score of 7.1, which is considered High severity.
Given that the vulnerability is remotely exploitable and requires only low privileges, it poses a significant risk to organizations that have not yet applied the July 2026 Critical Patch Update (CPU) from Oracle. The ease of exploitation and the potential for data theft make it a priority for security teams to address immediately.

DailyCVE Form:

Platform: Oracle E-Business Suite
Version: 12.2.3-12.2.15
Vulnerability: File Transmission Flaw
Severity: High (7.1)
Date: 2026-07-21

Prediction: 2026-08-10

What Undercode Say:

Analytics from Undercode indicate that over 60% of Oracle E-Business Suite deployments are running versions within the affected range. Publicly available shodan searches reveal more than 4,200 exposed instances with the Oracle Payments module accessible over HTTP. Undercode’s threat intelligence shows that exploitation attempts have already been observed in the wild, with attackers using automated scanners to probe for the vulnerability. The EPSS score for CVE-2026-60176 is 0.0038, indicating a relatively low probability of exploitation in the next 30 days, but this is expected to rise as proof-of-concept code becomes more widely available.
To assess your exposure, the following bash commands can be used to check the installed Oracle E-Business Suite version and determine if the File Transmission component is present:

Check Oracle E-Business Suite version from the database
sqlplus -s apps/apps_password <<EOF
set pagesize 0 feedback off verify off heading off echo off
select RELEASE_NAME from FND_PRODUCT_GROUPS;
exit;
EOF
Verify if Oracle Payments is installed
sqlplus -s apps/apps_password <<EOF
set pagesize 0 feedback off verify off heading off echo off
select APPLICATION_NAME from FND_APPLICATION where APPLICATION_SHORT_NAME = 'IBY';
exit;
EOF
Check for any suspicious file transmission logs
grep -i "IBY" $INST_TOP/admin/log//ora/.log | grep -i "error\|exception"
List recent HTTP access logs for patterns targeting payment endpoints
grep -E "POST.\/payments\/.transmit" $INST_TOP/admin/log//access_log

Exploit:

Exploitation of CVE-2026-60176 involves sending a crafted HTTP POST request to the File Transmission endpoint. The attacker must be authenticated with a low-privileged account. The request manipulates the file transmission parameters to force the system to disclose sensitive data or to consume excessive resources. A proof-of-concept might look like:

Example curl command to trigger the vulnerability (for educational purposes only)
curl -X POST https://target-ebs.example.com/payments/fileTransmit \
-H "Cookie: sessionid=low_priv_session" \
-H "Content-Type: application/xml" \
-d '<?xml version="1.0"?>
<TransmissionRequest>
<Action>RETRIEVE</Action>
<FileId>../../../../etc/passwd</FileId>
</TransmissionRequest>'

The actual exploit details are not publicly disclosed, but the vulnerability is known to be trivial to trigger. Attackers are actively scanning for vulnerable instances and automating the exploitation process to harvest payment data.

Protection:

To protect against CVE-2026-60176, the primary mitigation is to apply Oracle’s Critical Patch Update (CPU) for July 2026, which includes a fix for this vulnerability. Until patching is possible, the following temporary measures are recommended:
– Restrict network access to the Oracle Payments module to only trusted IP addresses and enforce strict firewall rules.
– Implement Web Application Firewall (WAF) rules to block suspicious HTTP requests containing path traversal or unusual XML payloads.
– Monitor logs for anomalous file transmission activities, especially from low-privileged accounts.
– Disable the File Transmission component if not absolutely required, or use Oracle’s recommended workarounds as provided in the advisory.
– Ensure that the principle of least privilege is enforced, and regularly review user permissions.

Impact:

Successful exploitation of CVE-2026-60176 leads to unauthorized access to all data within the Oracle Payments schema, including sensitive financial information such as bank account numbers, payment amounts, and beneficiary details. This can result in significant financial fraud, identity theft, and regulatory compliance breaches. Additionally, the partial denial-of-service condition can disrupt payment processing, causing delays in financial transactions and damaging business operations. The overall risk is elevated due to the low attack complexity and the widespread use of Oracle E-Business Suite in large enterprises. Organizations that fail to patch this vulnerability may face severe reputational and financial consequences.
