CVE-2026-8452 is a memory overflow vulnerability affecting Citrix NetScaler ADC and NetScaler Gateway. The vendor initially described the issue as causing unpredictable behavior and denial of service when the appliance is configured as a Gateway (SSL VPN, ICA Proxy, CVPN, RDP Proxy) or as an AAA virtual server. However, independent security researchers at watchTowr Labs demonstrated that the flaw is substantially more severe: it can be exploited for unauthenticated remote code execution with root privileges.
The vulnerability resides in the `nsppe` packet-processing engine during SAML authentication processing. It is reachable when the NetScaler appliance is configured to use SAML as either a Service Provider (SP) or an Identity Provider (IdP). In the vulnerable code path, attacker-controlled XML signature canonicalization data derived from the `ds:SignedInfo` element — specifically the `InclusiveNamespaces PrefixList` attribute — is copied into a fixed-size buffer without sufficient bounds checking. The `PrefixList` attribute can hold an essentially arbitrary string, and by populating it with thousands of uniquely numbered tokens, an attacker can cause the canonicalized output to overflow the fixed-size buffer and spill into adjacent heap metadata.
Because the NetScaler `nsppe` binary is compiled without position-independent execution and without ASLR, every function and global variable sits at a fixed, known address — eliminating the need for an information-leak primitive. The corrupted neighbor chunk contains a data pointer that a later `memcpy` call uses as its destination. Since the canonicalized `PrefixList` data is also the copy source, an attacker controls both the source and destination of the `memcpy` — a clean write-what-where primitive. This primitive can overwrite a global function pointer (tx_pkt_complete_fptr) that is called unconditionally, achieving full control over the instruction pointer. The NetScaler heap is executable, allowing shellcode to be placed directly on the heap and executed.
The vulnerability carries a CVSS base score of 9.8 out of 10 and is rated Critical. It affects NetScaler ADC and NetScaler Gateway versions 14.1 before 14.1-72.61 and 13.1 before 13.1-63.18. CISA added this CVE to its Known Exploited Vulnerabilities (KEV) catalog on August 26, 2026, with a due date of August 29, 2026 for remediation. Public proof-of-concept exploit code has been published, and active exploitation in the wild has been reported.

Exploit: (Educational Purposes!)
The exploitation chain leverages a heap overflow in the SAML `PrefixList` attribute processing. By sending an oversized `SignedInfo` element with thousands of unique tokens in the PrefixList, the canonicalized output overflows a fixed-size global buffer, corrupting adjacent heap metadata. The corrupted chunk contains a data pointer used by a subsequent `memcpy` call. Because the attacker controls both the source and destination of this memcpy, a write-what-where primitive is achieved. This primitive overwrites the `tx_pkt_complete_fptr` global function pointer, redirecting execution to attacker-controlled shellcode placed on the executable heap. The public PoC from watchTowr demonstrates deploying a webshell at `/vpn/theme/x.php` with root privileges.
Protection:
- Upgrade to fixed versions: NetScaler ADC/Gateway 14.1-72.61 or later, 13.1-63.18 or later
- For FIPS deployments: upgrade to 14.1-72.61 FIPS or later
- For FIPS/NDcPP: upgrade to 13.1-37.272 or later
- Restrict external access to affected Gateway and AAA services, especially internet-facing deployments
- Disable or isolate SAML-based authentication paths where operationally feasible
- Monitor for abnormal `nsppe` crashes, unusual SAML request sizes, and unexpected server-side script artifacts
Impact:
Successful exploitation allows an unauthenticated remote attacker to execute arbitrary code with root privileges in the packet‑processing context. This can lead to full compromise of the appliance, including persistent backdoor deployment (webshells), manipulation of authentication and gateway functions, and disruption of remote access and application delivery services. At minimum, exploitation can cause denial of service, crashes, and unpredictable behavior. Given active exploitation in the wild and public PoC availability, emergency patching is warranted.
