The vulnerability resides in the `/api/v1/user` endpoint of memos version 0.25.2. This endpoint, responsible for user account management, fails to implement proper authorization checks. Normally, such functionality should be restricted to authenticated administrators. However, due to an access control flaw (a missing or broken authentication middleware), the endpoint does not validate the privilege level of the requesting user. An attacker can send a crafted HTTP POST request directly to this API endpoint with parameters specifying a new username, email, and password. The server, failing to verify if the request comes from a privileged session, processes it as valid and creates the new user account in the database. This allows a completely unauthenticated remote attacker to register arbitrary accounts with user-level or potentially administrative privileges, depending on default role assignments, thereby gaining unauthorized access to the memo application and its data.
