How CVE-2026-15831 Works
CVE-2026-15831 is a critical authorization bypass vulnerability discovered in GitLab Enterprise Edition (EE). The flaw resides in the platform’s token generation workflow, where the system fails to properly enforce administrator-configured tool governance policies.
Under normal operation, when an authenticated user requests a new token (such as a personal access token, project token, or deploy token), GitLab’s authorization logic should verify that the user’s role and permissions align with the governance policies set by administrators. These policies are designed to restrict access to certain tools, projects, or features based on organizational compliance requirements and the principle of least privilege.
The vulnerability stems from improper authorization enforcement during this token generation process. Specifically, the system assumes that authentication alone is sufficient for authorization decisions, rather than performing rigorous policy validation at the critical moment of token creation. This represents a classic failure in access control validation, where the application’s authorization logic contains insufficient security checks.
By exploiting this flaw, an authenticated user can request tokens that should be restricted based on their administrative permissions or organizational policies. The system fails to validate the user’s permissions against the configured governance policies, allowing the token to be generated without the proper restrictions. This effectively bypasses the administrative controls that were put in place to govern tool usage within the platform.
The vulnerability affects all GitLab EE versions from 19.1.0 up to (but excluding) 19.1.3, as well as version 19.2.0 up to (but excluding) 19.2.1. It was remediated in versions 19.1.3 and 19.2.1. The flaw is categorized under CWE-1270 (Generation of Incorrect Security Tokens) and aligns with CWE-285 (Improper Authorization).

How Exploit:
An attacker with valid GitLab EE credentials can exploit this vulnerability by intercepting or crafting token generation requests. The attacker sends a request to the token creation endpoint (e.g., `/api/v4/personal_access_tokens` or similar) without the proper authorization headers or with manipulated permissions data. Due to the improper authorization enforcement, the server processes the request and generates a token that bypasses the administrator-configured governance policies. This token can then be used to access restricted tools, projects, or features that the attacker would not normally have permission to use. The exploitation does not require complex techniques; it leverages the application’s failure to validate permissions at a critical decision point.
Protection:
- Upgrade GitLab EE to version 19.1.3 or 19.2.1 immediately.
- Revoke and regenerate all existing tokens after upgrading to ensure no compromised tokens remain active.
- Audit token generation logs for any unusual activity or tokens created outside of normal administrative workflows.
- Review and reinforce administrator-configured tool governance policies to ensure they are correctly applied post-patch.
- Implement additional monitoring around token creation endpoints to detect potential exploitation attempts.
- Apply the principle of least privilege and regularly review user permissions.
