The vulnerability exists in the `devalue.parse` function’s logic for hydrating `ArrayBuffer` objects. The parser expects input strings for `ArrayBuffer` to be valid base64-encoded data. However, it fails to validate this assumption before attempting to decode the provided input. A specially crafted, non-base64 string can trigger an excessive and uncontrolled decoding operation. This flawed logic causes the Node.js process to allocate disproportionate amounts of memory and consume significant CPU cycles while processing the malicious payload, ultimately leading to resource exhaustion and a full denial-of-service condition for the application.
