Bouncy Castle for Java, Uncontrolled Resource Consumption, CVE-2025-XXXXX (Low)

Listen to this Post

The CVE-2025-XXXXX vulnerability resides within the `org.Bouncycastle.Crypto.Fips.NativeLoader` class of the Bouncy Castle for Java FIPS API modules (BC-FJA). The flaw is an uncontrolled resource consumption issue leading to excessive allocation. Specifically, the native library loading mechanism lacks proper constraints when handling repeated or maliciously triggered load attempts. Each attempt to load the native crypto library allocates system resources. An attacker can exploit this by repeatedly invoking the loading process, for instance, by constructing a sequence of calls that force the `NativeLoader` to execute its resource allocation path without ever successfully loading the library and without freeing the transient resources. This creates a scenario where available memory is gradually exhausted, potentially leading to a denial-of-service (DoS) condition for the application utilizing the library, as subsequent operations fail due to insufficient system resources.
Platform: Bouncy Castle BC-FJA
Version: 2.1.0
Vulnerability: Resource Consumption
Severity: Low

date: 2025-08-16

Prediction: Patch 2025-09-13

What Undercode Say:

`System.loadLibrary(“bc-fips-native”);`

`NativeLoader.load(“bc-fips-native”, …);`

`try { … } catch (UnsatisfiedLinkError e) { … }`

How Exploit:

Craft repeated calls to `NativeLoader.load()` method within a tight loop, preventing successful loading to exhaust host memory.

Protection from this CVE

Update library upon patch release. Implement rate-limiting or caching around native load calls. Monitor application memory usage.

Impact:

Denial-of-Service through memory exhaustion, affecting application availability.
